The TeX82 software is now being completed and we expect the manual to be
ready for proofreading in September. Meanwhile, this is the only
available description of TeX82. It is terse but essentially complete,
but please realize as you read it that it was composed "on line" and
that later sections contradict (and improve upon) earlier ones.
